David Kaval, Chief Executive Officer, President and Founder CEO of the Golden Baseball League and Diamond Sports and Entertainment, Dave has worked at such companies as Key Bank, Accenture, and Sparks.com. Dave also worked at the Office of the President of the United States on the budget for National Security. He has served as President of the Yuma Scorpions, Long Beach Armada, and Chico Outlaws and is a lecturer for the Sports Management Program at Stanford University. In addition, he is a recognized expert by the Superior Court of the State of California on the subject of minor league baseball and the business of professional sports. He holds an MBA and a BA from Stanford University. Dave is co-author of the book, "The Summer that Saved Baseball".
As a founder of the Golden Baseball League, Dave's vision is to bring professional baseball to communities across the globe. He hopes to give every child the ability to grow up rooting for their hometown professional team just as he did back in Cleveland.
Kevin Outcalt, Commissioner and Chief Marketing Officer Kevin entered sports marketing and ownership while working in the high tech industry almost ten years ago. A leading tech executive at firms such as AT&T, Tandem Computers, and Cisco Systems, he also has a passion for innovative start-ups and has been a Board member of six technology companies over the years. Besides management skills, his focus has been on marketing, business development, and international business in Asia and Latin America. Turning to sports he has been an owner of minor league teams, President of the Fullerton Flyers and Yuma Scorpions, Chief Executive Officer of the Arizona Winter League, served as Commissiner of three leagues, and is a recognized expert on the business of professional sports by the Superior Court of the State of California.
Kevin holds an MBA and BS in Business Administation at Pepperdine University where he was awarded five varsity letters in NCAA Division 1 swimming and water polo captaining the team in his senior year and being named a U.S. Water Polo All-American. He appeared in two NCAA Water Polo Final Fours, won bronze and silver medals at the U.S. Nationals after his collegiate career and coached Loyola Marymount University's NCAA D1 Water Polo team to their first ever Top Twenty ranking.
James C. Peters, Board of Directors Jim Peters is an experienced executive with over 20 years in the retail industry. During the last two decades Mr. Peters has been instrumental in helping to build, grow and run a number of different retailers. Mr. Peters has served as President and Chief Operating Officer of Ross Stores, Inc. (ROST) a NASDAQ 100 company, during which time he was there the company grew revenue from $2.4 billion to $4.2 Billion. Prior he was President of U.S. retail at Staples, INC. (SPLS) a Fortune 200 company.
Mr. Peter’s entrepreneurial spirit started in 1986 when he joined the founding management team of Office Club, Inc. and played a role in taking the company public in the early 1990’s. Mr. Peters has a B.S. degree from the University of San Diego where he also serves as a member of the Board of Trustees.
Curt Jacey, Vice President of Operations Curt enters his twelfth season in minor league baseball. For the previous eight years he was General Manager of the Bangor and Adirondack Lumberjacks of the Can-Am League. Jacey also was COO of Old Time Sports, LLC the parent company of the Lumberjacks and Evansville Otters of the Frontier League. He handled and oversaw all operations of both teams for five years.
Prior to embarking on a career in baseball Curt worked for Straightline International, a start-up sports marketing company in New York City where his clients included RJR Nabisco, Duracell, Barclay’s Bank and Aston Martin.
Curt enjoys mountain biking and golf in his free time.
Bill Weiss, League Historian and Secretary, Named "Mr. Baseball" in 1977 Bill Weiss is a native of Chicago. He entered professional baseball in Abilene, Texas, in 1948 as official statistician for the Class D Longhorn League and box office manager for the Abilene Blue Sox of the West Texas-New Mexico League. He moved to San Francisco in 1949 as statistician for the California and Far West Leagues. He was associated with the California League through 2003, as league statistician through 1998, league secretary for many years and writer of the weekly California League Newsletter, 1971-2003. He was president of the Peninsula Winter League (San Francisco Bay Area) during its existence from 1959-84. The PWL was sponsored by some major league clubs and aided young players in the early years of their careers, including Hall-of-Famers Willie Stargell and Joe Morgan.
In December 1988, he became executive vice president of Howe Sportsdata. Bill wrote a "Baseball Anecdotes" column for Baseball America for nine years. In addition to the California League, at present he is an historical consultant for SportsTicker; official historian of the Pacific Coast League; and editor of the Northwest and Pioneer League record books. A member of the Society of American Baseball Research since 1971, he lives in San Mateo, CA, with his wife of 48 years, Faye, who has always assisted in his work.
Steven Kay, General Counsel Steven is a partner at Kay & Merkle, a nine member law firm that has represented athletes and sports teams in excess of 25 years. Mr. Kay currently represents the San Francisco 49ers, represented the Oakland Invaders of the defunct United States Football League and has for 20 years represented football coaches Bill Walsh, George Seifert and Mike Shanahan. Mr. Kay represented Reggie Jackson for the entire term of his baseball career, as well as Oakland A’s Billy North and Mike Norris, and also represented Al Rosen (President of the New York Yankees and San Francisco Giants), Roger Craig (Manager of the Houston Astros and San Francisco Giants), and Art Howe (Manager of the Oakland A’s). Mr. Kay was a principal partner of the acquisition group which in 1999 received approval from the City of Oakland and County of Alameda to pursue the purchase of the Oakland A’s which was ultimately denied by Major League Baseball.
Mr. Kay and his firm have been involved both as lawyers and principals in the development of significant residential and commercial real estate projects. Mr. Kay recently represented Oakland Harbor Partners, a venture of Signature Properties and Reynolds & Brown, in the successful bid for the 60-acre Port of Oakland Estuary property. Mr. Kay represented Mills and the YMCA as the successful bidder for Piers 27, 29 and 31 on the San Francisco Waterfront.
Steven Kay has been engaged in the practice of law in the State of California since 1967. He has been a guest lecturer for the Practicing Law Institute (PLI), involved with many charitable organizations and is a member of the San Francisco and Alameda County Bar Associations, California State Bar and American Bar Associations.
Dan Perugini, Supervisor of Officials
Dan Perugini is the league's Supervisor of Officials. His responsibilities include running the umpire staffs for both the Golden Baseball League and the Arizona Winter League.
Perugini has 26 years of experience as a professional baseball umpire. A graduate of the Harry Wendelstedt Umpire school, he has umpired collegiate and professional games since 1983. In addition, to his onfield experience, he has served as Supervisor of Officials for six seasons for professional independent leagues and has owned and operated the Western States Umpire Combine which trains collegiate and pro umpires since 1999. He developed and created the GBL umpire program from scratch prior to the league's inaugural season.
